Where Can Set Up My Section 125 Plan?

In the past, I had a medical reimbursement plan through work, but I had no control over anything about it. Now I am told by our human resources department that we can set up a section 125 plan, also called a health savings plan, but I do not know where to start! Finally, I asked around and found out that you can go to any participating financial institution - whether it is a bank or a credit union - and set up your account. The money is deposited by your employer, up to whatever the limit is, and you can make contributions anytime.
